JEROME R. BEAUCHANE
Mr. Beauchane spent 32 years working for the DoD, Us Navy. He spent thirty years at the Point Loma at NEL (Navy Electronics Laboratory), NELC (Naval Electronics Laboratory Center), NOSC (Naval Ocean Systems Center), NRAD (Naval Research and Development Center)/ NCCOSC (Naval Command, Control and Ocean Surveillance Center).
Mr. Beauchane worked with a dynamic team that developed the TFCC (Tactical Flag Command Center), JOTS (Joint Operations Tactical System) and the follow on C4ISR systems. He spent a high percentage of his time working in and with the afloat and ashore fleet commands to insure that the fleet requirements were included in the
command systems.
At the TITAN Corporation, as Vice President/General Manager of the Command and Information Division he supported the various DoD laboratories in developing, testing, and installation of the various C4ISR systems through out the DoD and FMS programs.

SCOTT R. RANDALL
Scott Randall retired from the Department of the Navy in July of 2005. His final position to cap off his 32 years of government service was as the Deputy Commander of the Space and Naval Warfare Systems Command in San Diego, Calif. In that role, he was the senior civilian manager of the Command and was responsible for the business and technical execution of that 8000 person, $5.9B Enterprise.
He was born in Paterson, New Jersey and attended the State University of New Jersey at Rutgers. He graduated with a Bachelor of Science Degree in Mechanical/Aerospace Engineering in 1972 and began his career at the Naval Air Systems Command in Washington, D.C. where he was an armament system engineer. After several jobs of increasing complexity, Randall became the Primary Support Officer for the armament system on the new F/A-18 aircraft. In 1977 he briefly left the Naval Air Systems Command for a tour at the Naval Sea Systems Command as a combat systems engineer for several Foreign Military Sales platforms. He returned to the Naval Air Systems Command in 1978 accepting a job within the Nuclear Munitions Section responsible for the development, test, compatibility, and nuclear safety of the Navy's air launched nuclear weapons and eventually was selected as the head of that section.
In 1982, Randall became the Technical Director of the Naval Weapons Evaluation Facility in Albuquerque, New Mexico. This activity was responsible for the development, test, compatibility, and nuclear safety of all the Navy's nuclear weapon systems and for the development of weapons loading and handling publications for all air-launched weapons. In 1991, when the Base Realignment and Closure Commission selected the Naval Weapons Evaluation Facility for closure, he moved to the Naval Weapons Center China Lake in Ridgecrest, Calif., as the project director for the Tri-Service Standoff Attack Missile. When the Joint Air to Surface Standoff Missile superseded this program in 1995, Randall was selected as the Navy's Program Manager and Joint Service Deputy Program Manager at the Joint Program Office on Eglin Air Force Base in Fort Walton Beach , Florida . In 1996, Randall became the Deputy Program Manager for the Navy's Command and Control Program Office in San Diego and was responsible for the design, development, integration, test, fielding and support of the Joint Maritime Information System. Following his position as Deputy Program Manager, he became the Program Director at SPAWAR’s Naval Networks and Information Assurance Directorate.
Randall is a graduate of the Program Managers Course at Ft. Belvoir and of the Federal Executive Institute in Charlottesville, Virginia. His personal awards include the Michelson Award, the Civilian Meritorious Service Medal, the Civilian Superior Service Medal, and the Secretary of Defense Achievement Medal. Randall was selected to the Senior Executive Service in 1998.
Since retiring from government service in 2005, Scott has worked as an independent consultant in a variety of engagements.

IRVIN D. REID
Mr. Reid has more than 35 years experience in the Command and Control IT arena. He has worked every level from programmer to Senior Manager. He currently is a Senior Advisor to several companies working Command and Control issues. Prior to his moving to the advisory role, his most recent experience was with AnviCom where he was the CEO and given the charter to sell or merge the company. He sold the company to Command Federal and continues to support them in an advisory role.
Prior to joining AnviCom, Mr. Reid was a senior vice president at Science Applications International Group, SAIC working in the Network Solutions Group. SSIC is a leading provider of information technology solutions for the federal government and commercial customers.
Mr. Reid was with SAIC for 12 years as the Business Unit General Manager where more than 1500 employees provided on system development, system maintenance, system engineering and IT support to a wide range of Government customers primarily in the Department of Defense. His operations spanned the continental United States with major activities in Washington , D.C. and San Diego , CA . In addition, Mr. Reid had overseen large operations in Hawaii , the Pacific Rim, and Europe . During that time he led the contractor team in the implementation of GCCS.
Prior to SAIC, Mr. Reid served as the Technical Director for Navy Command and Control at the Space and Naval Warfare (SPAWAR) Command, where he was responsible for all of the U.S. Navy C2 programs. His Navy career spanned the ranks of programming and systems analysis to program management. As Project Manager, he led the successful implementation of four major systems including Navy WWMCCS and OSS systems. Mr. Reid earned a Bachelor of Arts degree in business administration from the University of Maryland .
He attended the Department of Defense Advanced Program Management program and numerous management and technical courses throughout his career.
Mr. Irvin D. Reid ("Irv") serves as a Director on the Board of Directors for J5 Systems as well as serving as an independent consultant.
